1. Mobile Network Operators (MNOs): These operators are responsible for providing network infrastructure

HOW TO REGISTER A USSD SHORT CODE IN NIGERIA

To register a USSD short code in Nigeria, applicants must follow a structured process as laid out by the NCC, which are to wit:

1. Complete the application form: Applicant must obtain and complete the USSD short code application from NCC.

2. Attach the required document together with the application such as certificate of incorporation, proof of license issued by NCC where it is applicable, service level agreement like contract between applicant and the mobile network operators showing the terms of the service, and detailed service description.

3. Apply to NCC: The complete application form, along with the required documents must be submitted to the NCC either physically at their office or online using the appropriate NCC portal.

4. Pay the application fee: An application fees are required as determined by the NCC. The payment will be made as part of the application process. Shortcode for government services may be exempted from the payment of the application fee.

5.Review and Approval of the Application: NCC will review the application and may request additional information if needed. CONDITIONS FOR SUSPENSION OR WITHDRAWAL OF USSD CODES BY NCC

The NCC reserves the right to suspend or withdraw a USSD short code under specific circumstances which are not limited to the following:

a. Shortcodes may be suspended if they are used for purposes outside the scope of their initial allocation.

b. If the validity period expires and the short code is not renewed, the NCC may withdraw the short code.

c. Shortcodes can also be withdrawn if they are deemed to pose a threat to national security or public safety.

d. The shortcode can also be withdrawn if it is not activated within the stipulated period or if the applicant fails to inform the Commission of the activation date including the dialing formats or both.

In conjunction with the above mentioned circumstances, the applicants may decide to voluntarily surrender their shortcodes by notifying the NCC in writing if it is no longer needed.
